The campus parking system is divided into six tiers. As one gets closer to the central campus, the fees for parking permits increase (permit price chart).
Propelled by supply and demand, the rate structure is intended to help alleviate some of the overcrowding in central campus, make better use of all parking areas, and encourage more carpooling and use of public transit. |

Any employee may opt for parking in the less-expensive Tier 2 or the no-fee "A" Lot. These areas are served by transit routes on which the university pays the fare for its faculty and staff (just display your Cornell ID). Transit serving the Tier 2 lots and "A" Lot runs approximately every ten minutes for most of the day, five days a week starting at 4:25 a.m. and seven nights a week until 2:30 a.m. Visit the faculty/staff commuting page for complete information about options.
Paid permits offer different levels of parking privileges based on parking tier (see map). All permits allow parking in their designated letter area and A lot. Additional privileges include:
- Tier 3 permits add O areas.
- Tier 4 permits add O and K permit areas.
- Tier 5 adds C, K, and O areas as a parking privilege.
- Tier 3-6 permit holders can park in the Appel Commons R area when using the Cornell Fitness Centers for Wellness activities.
- Tier 6 and Z permits are valid in their letter area, permit Tiers 1-5, FLEX areas for up to two hours, and 30 minutes in loading zones (must display a complimentary loading permit, available at any information booth). Certain central campus parking areas have evening restrictions, giving Tier 6 permit holders additional privileges.

Permits are sold through a work-in-zone system which was established to more efficiently utilize parking resources. The system is based on groupings of buildings by designated parking areas--see color-coded map*. The idea is to match the number of individuals in a building area with their parking requirements. For a given zone, a limited number of permits are sold, so that purchasers are assured of a reasonable chance to park. Permit-to-space ratios vary according to area and relate to commuting habits of distinctive work-groups.
Permits are issued according to a priority system. Preference is granted to those who:
- have a medical disability
- RideShare
- require daytime mobility
- have irregular work hours or varying job locations
- perform special duties for the university
