| Definitions |
| Bicycle
A vehicle having two or more tandem wheels, propelled solely by
human power, upon which any person or persons may ride. Dismount Zone
An area posted as prohibited for bicycle riding, skateboarding,
roller-skating and roller-blading.
Dismount
Getting off and walking beside the bicycle with both feet off
the pedals at the same time.
Abandoned Bicycle
One that does not show signs of recent use or owner care; such
as being inoperable, unlicensed, unsecured, etc.
Caution Zone
An area in which the bicyclist must show extra caution in reasonable
operation due to conditions; such as numbers of pedestrians and/or
bicyclists, physical layout/conditions of thoroughfare, hazards
etc.
Impoundment
The physical taking and securing of a bicycle by an official of
one of the authorized university departments due to violation(s)
of these regulations.
Bicycle Lane
A portion of a roadway which has been designated by striping,
signing and pavement markings for the preferential or exclusive
use of bicyclists.
Bicycle Path
A path physically separated from motorized vehicular traffic by
an open space or barrier.
Bikeway
Any road, path, or way which in some manner is specifically designated
as being open to bicycle travel, regardless of whether such facilities
are designated for the exclusive use of bicycles or are to be
shared with other transportation modes. BACK

Regulations |
| Bicyclists must obey and are protected by the New York State
Vehicle and Traffic Laws while operating a bicycle on the roadway.
Cornell Community members' bicycles parked on the University grounds
must be registered with Commuter and Parking Services. Bicycle
regulations shall be enforced everywhere on University property.
Every Cornell Community member operating a bicycle on University
property is subject to these regulations and therefore must obey
all University officials. The owner or person to whom a bicycle
registration is issued is responsible for any parking and registration
violations and associated fines in which the bicycle is involved.
Abandoned bicycles may be picked up and impounded. The University assumes no responsibility for the care and protection
of any bicycle, attached accessories, or contents, at any time
the bicycle is operated or parked on campus.

| 10.1
Registration |
|
All Cornell Community
members parking a bicycle on campus must register the bicycle
with Commuter and Parking Services and display the registration
sticker on the main frame center post, below the seat post insert.
There is no charge to register a bicycle. Registrations are valid
indefinitely. Any currently valid registrations or licenses will
be honored, provided the owner files the registration information
with Commuter and Parking Services. Registrations are not transferable.
If a bicycle is stolen, it should be reported immediately to the
appropriate law enforcement agency. If ownership changes or the
registered bike is destroyed, immediately notify Commuter and
Parking Services.
Counterfeiting, altering,
defacing, or transferring the registration sticker to another
bicycle or person and/or giving false information in any application
or hearing are in violation of the Campus Code of Conduct.
10.1.1 City Licensing
Local ordinances require that bicycles operated in the City of
Ithaca or in the Village of Cayuga Heights be licensed. The nontransferable
license cost 50¢ and is valid for a prescheduled two-year period
or any part thereof. Licensing may be done with the Ithaca Police
Department, 120 East Clinton Street on Saturdays between 9:00
a.m. and 12:00 noon, or with the Village of Cayuga Heights Police
Department, 836 Hanshaw Road on Saturdays between 10:00 a.m. and
11:00 a.m.

| 10.2
Parking |
|
Bicycle parking is allowed
only at bicycle racks or bike storage areas in order to minimize
life safety concerns and environmental damage. Bicycles should
be locked to bicycle racks in order to promote maximum security.
A bicycle may not be parked in a manner as to interfere with Life
Safety Zones such as a fire hydrant, fire lane, or other emergency
zone or on any service drive, building entrance, driveway, walkway
ramp, or any other passageway to which emergency equipment, wheelchairs,
pedestrians, or service equipment may need access.
Bicycles may not be parked
inside a building without the written permission of the building
coordinator or director and then not in public areas or in any
place where they may constitute a safety hazard including hallways
and stairwells.
A bicycle may not be
parked, chained or otherwise attached to trees, plants, or other
living objects, railings, fences, posts, signs or trash receptacles.
Bicycles may not be parked on the grass or in any other area that
is under cultivation.
Any bicycle parked in
violation of these regulations or in a manner such as to constitute
a safety hazard may be impounded.

10.3 Moving Bicycle Regulations |
|
Bicyclists operating
on streets must obey the New York State Vehicle and Traffic laws,
all applicable traffic control devices, including rules, laws,
and signage applicable to bicycles, (see section 8.1).
Bicycles shall be operated
only on: pedestrian paths where signed, bikeways and roadways.
No person operating a bicycle on University property, including
exclusive use bikeways and shared pedestrian sidewalks, shall
a) exceed the maximum speed that is reasonable and prudent with
respect to visibility, local traffic, weather, and surface conditions
that exist at the time or; b) operate in a manner that is likely
to endanger the safety of any person or property.
Pedestrians shall have
the right-of-way over all others on sidewalks. Bicyclists shall
have the right-of-way over all others on any thoroughfare identified
for the exclusive use of bicyclists. Bicycle riding on campus
is prohibited in the bicycle dismount zone areas.
Police cyclists are
exempt from these regulations when such movements are required
by the officer on a bicycle.

10.4 Violations/Penalties |
|
Failure to comply with
these regulations are violations of the Rules and Regulations
for the Control of Traffic
and Parking on the Grounds of Cornell University and/or The Campus
Code of Conduct and/or the NYS Vehicle
and Traffic Laws as applicable.

10.5 Schedule of Fines |
|
Parking and registration
violations will be assessed a fine of $5 if paid on or before
twenty-one calendar days from
the date of the violation and $10 if paid after twenty-one calendar
days from the date of the violation.
Life Safety violations
will be assessed a fine of $10 if paid on or before twenty-one
calendar days from the date of
the violation and $15 if paid after twenty-one calendar days from
the date of violation.
Fines for New York State
Vehicle and Traffic Law violations will be assessed by the appropriate
municipal traffic
court. Fines for dismount violations and other Campus Code of
Conduct violations will be assessed by the
Judicial Administrator.

10.6 Fine Payment Procedure and Collection |
|
Parking tickets:
1) Fines shall be paid;
or
2) the recipient may
register the bicycle as an alternative for "No Bicycle Registration" violations only; or
3) the recipient may
appeal the citation in accordance with the appeal procedure outlined
in Section 7.2. Nonpayment of fines may result in loss of parking
privileges and/or administrative action.

10.7 Impounding |
|
Violation of any bicycle
and/or traffic regulation may result in the assessment of fines,
impounding of the bicycle, and/or filing of criminal charges.
Whenever a bicycle is
found in violation of these regulations, any Cornell Police officer,
Life Safety officer, Commuter and Parking Services personnel or
other person authorized by the Director of the Cornell Police
Department may remove the securing mechanism, if necessary, to
impound the bicycle. The University shall not be liable to the
owner of the securing device or owner of the bicycle for the cost
of repair or replacement of such securing device.
Impounded bicycles will
be stored at the Cornell Police Department. Release of an impounded
bicycle requires proof of registration, ownership and the proper
release form from the designated campus agency.
